What does this story tmply about people's perception of others in society? is it fair?

Everyone is equal before the law. That's a very popular sentences, yes, nobody want treated unfair, but how much people can treat other people fair as what they want to treated themselves. If you see people with prejudice, that easy make wrong decision, the more objective the less mistake you will get. Though surface showed by your mind, but sometimes it will cheat you. We can't avoid prejudice, but avoid the prejudice to become the truth finally.
Prejudice usually come from surface, good make up will respected, bad make up will easier misunderstanding. In story protagonist thought that beautiful girl who in good make up shouldn't stay with those may who in jeans and have tattoo. Who said that good looking people should play with good looking people, protagonist is not objective. But ironically, he got accident in the same reason, the policeman don't think he is a good guy in jeans with beard, even the Benz is illegal . Maybe that society is mess, so tragedy exsit all the time.
The people who bited by dog 100% is bad guys, the people who with beard 100% is artist. Top students in class not represent he is good in everything. When protagonist see that group of people worn jeans and their tattoo all like eagle, snake, he began to afraid. Because snake eagle they symbolism evil and cruel and the reason they choose them is they are same. That's uncrediable right?
I think you should treat everyone in same way, you cannot see things only from surface, maybe that will meke you regrate to something that won't have chance to change it. So be nice to everyone.
